Technical inspection
According to the Hungarian “191/2009 Government Decree”, the investor/client must appoint a technical inspector if an Electronic Construction Log must be opened during the construction process. Technical inspection is required continuously from the start of the construction activity until the final handover.
We perform Technical Inspection covering all disciplines and provide comprehensive technical support throughout the construction process, from the start of the project until the completion of the occupancy permit procedure and technical handover, as well as until the closure of financial settlements.
We fully manage the escrow management system that is mandatory for construction investments. We carry out continuous on-site inspections, during which we supervise construction quality and ensure compliance with the relevant regulations, standards, contractual conditions, and construction documentation.
We review the inspection reports of completed works and, if necessary, order additional tests. We continuously check and examine the materials to be installed to ensure that the characteristics and performance specified in the construction plans are met.
Technical inspectors participate in quality tests and trial operations, verify that the inspections defined in the quality assurance plans are carried out, and evaluate their results. We continuously monitor the Electronic Construction Log, make entries when necessary, and prepare ad hoc entries and photographic reports on the results of on-site inspections.

Decree 191/2009 describes and defines the duties of the Technical Inspector:
- Regular on-site construction inspections based on the prescribed standards, regulations, the final building permit, and the associated approved construction documentation
- Verifies the completion and results of the required geotechnical, environmental, and other surveys and examinations
- Reviews the contractor’s e-construction log, reports, records, and entries
- Records construction defects, deviations, and deficiencies in the e-construction log
- Makes proposals for drawing or other modifications for financial or technical reasons
- Inspects structures that will be covered, orders additional tests if necessary, evaluates the data from inspections and examinations, and determines the required measures
- Prepares the client’s decisions on technical matters and makes recommendations
- Participates in the handover and acceptance procedures
- Inspects and approves construction materials and verifies performance declarations
- Reviews and approves invoices and payments
