Responsible Technical Management

According to the “191/2009 Government Decree”, the contractor must in all cases employ a Responsible Technical Manager. Responsible technical management is required continuously from the start of the construction activity until the final handover.
Our experts assist in obtaining the permits required to start construction works, and we provide properly qualified professionals to carry out activities that require specific authorization. We represent the contractor company before the authorities.

We fully manage the Electronic Construction Log, continuously monitor and maintain it, and prepare the mandatory daily reports. During construction, we organize the necessary inspections and prepare reports and declarations. We review the construction plans and the documentation of the building materials to be installed and upload them to the construction log.

We maintain continuous contact with Hungarian authorities and certification bodies. If construction materials require certification, we organize and manage the entire certification process. We can provide design support for contractors, and in the case of foreign-language plans, we handle their localization.

The main responsibility of Responsible Technical Managers is to represent the contractor and to ensure compliance with the relevant construction regulations (professional and quality requirements), occupational safety, fire protection, environmental protection, health regulations, and other mandatory authority requirements, as well as building authority permits, and to monitor their proper implementation.

The “191/2009 Government Decree” describes and defines the responsibilities of the Responsible Technical Manager (RTM):

  • Regular on-site construction inspections based on the prescribed standards, regulations, and construction drawings
  • Maintaining, reviewing, and closing the e-construction log, and preparing daily reports on construction activities
  • Professional organization of the work processes of construction activities
  • Ensuring quality requirements during construction works and enforcing compliance with technological, occupational safety, and health regulations
  • Arranging quality inspections and sampling
  • Identifying tasks requiring immediate action and directing their execution
  • Providing a professional statement on the completed construction activity after the construction work has been finished
  • Participating in the handover procedure and the occupancy permit procedure, and making the necessary declarations
  • Issuing performance certificates and recording them in the e-construction log
  • Verifying that only construction products specified by the designer in the construction documentation, with at least the required technical performance, are installed in the structure, and supervising their proper installation
